Dr. John Hardt

John Hardt is the Senior Specialist in Post-Soviet Economics with the Congressional Research Service, Library of Congress, a post he has held since 1971. He is also an Adjunct-Professor in Economics at George Washington University. He received his Ph.D. in Economics from Columbia University with a Certificate from the Russian Institute, now known as the Harriman Institute. He received his B.A. and M.A. from the University of Washington.

Dr. Hardt is a frequent traveler to the former Soviet Union, Central and Eastern Europe, and China, often with Congressional delegations. The delegations include: the Economic Study Delegation to the Peoples Republic of China, 1983; the Separation of Powers Delegation to the Supreme Soviet, Moscow, 1992; Annual NATO Economic Secretarial Meeting; and the Staff delegation to the Chinese National Peoples Congress, May 1998.

Dr. Hardt has numerous commercial, government and academic publications. Among the most recent: “East-Central European Economies in Transition,” 1994; “Russia’s Opportunity to Enter a New Stage in Transition,” 1987; and “NATO and the European Union: Economic Capacity of New Member Countries and Opportunity Costs,” 1998.
